A release means that one custodian's physical control ended. It does not always mean the person entered the community. One status should never be softened into another. A transfer is not freedom, and a person who died in custody was not released. Likewise, a parole grant is not the same as physical release. Conditions, a home plan, a detainer, or further processing can delay or prevent execution of the grant.

A docket and release transaction complement each other. The docket may show bail, sentence, credit, disposition, or a later order, but it may omit the instant of physical release. The jail record may show the movement without explaining every court ruling behind it. For an official court copy, the Somerset County Clerk of Courts is the county criminal-record custodian. Judicial records follow Pennsylvania court access rules rather than the county's ordinary Right-to-Know Law route.

The county lists no special release-record fee or retention period. Use the current Pennsylvania Office of Open Records fee schedule and ask for an estimate instead of assuming a charge. Under 65 P.S. § 67.901, an agency ordinarily responds as soon as possible and within five business days. Section 67.902 allows a written extension, generally up to 30 calendar days, for listed reasons. A notice of extension is not the record itself.

Pennsylvania's Right-to-Know Law, 65 P.S. §§ 67.101-67.3104, presumes agency records public unless an exemption, privilege, other law, or court order controls. This is why release verification should rely on the agency record that fits the question and the present state of that record.

Start with the last known custodian, not a broad name search. Somerset County Jail and the two state prisons use different systems. A person who left the county jail may be in the community, at an SCI, in another jail, or with a federal or immigration authority. The public screen has no projected, tentative, minimum, maximum, or controlling release-date field. Historical confirmation may require the sentencing docket, a Board Action when parole was involved, or a narrowly framed PA DOC record request.

Somerset County's Institutional Parole Officer assembles information for a monthly county-parole review. The documented process involves jail leadership, the public defender, district attorney, President Judge, and probation. It may examine jail conduct, work-release status, treatment, current or pending cases, risk and needs, and detainers. Each office contributes a different part of the decision and release plan.
This local process explains why one screen cannot tell the whole story. A docket can show the order and pending cases. The jail transaction can show when custody ended and whether another authority received the person. Probation can hold the supervision and reporting details. PA SAVIN can provide a fast status-change signal. Those records overlap, but none should be substituted for the others.
Somerset County Release Reentry Plans
Somerset County documents a County Jail Community Re-entry Program and a Coordination of Care Team that works with the Institutional Parole Officer. Before county parole, planning can include a home plan, appointments with identified services, needed medication, and a Resource Information Guide provided at release. This is more than a date on a calendar. It is a local plan for the shift from jail to supervision and community services.
The program does not create a public person-by-person release list. It does show why the release record and probation route can matter after the jail status changes. County parole is also distinct from parole granted by the Pennsylvania Parole Board to a state prisoner. Somerset Release Dates Need Context
A possible eligibility date does not execute release. In Somerset County's monthly process, detainers, pending cases, institutional conduct, treatment needs, risk and needs, and an approved home plan can all matter. For a state sentence, Pennsylvania's minimum term is generally the first parole-eligibility boundary, not a promise. A Parole Board grant may still be followed by planning, conditions, or a hold before the person leaves prison.
Use different dates for different questions. The court disposition date marks a case event. A minimum date marks a possible eligibility point. A Board Action records a parole decision. The release transaction or PA DOC supervised record reflects an executed movement. Treating these dates as interchangeable can put the event in the wrong week, name the wrong custodian, or mistake a transfer for community release.

The phone service is 866-972-7284, with TTY at 866-847-1298. A release, escape, or transfer alert is timely evidence of a reported change, but it is not a certified historical release record.
Federal and immigration custody require separate checks. The BOP locator covers federal inmates from 1982 to the present and can show a release date or a status such as Released or Not in BOP Custody. That only means BOP custody ended. ICE ODLS searches current immigration detention, and no result does not prove community release. USMS has no public former-prisoner locator. If a federal pretrial person left local custody, the federal docket and an appropriate USMS record route may be needed to trace the next custodian.
Compare Somerset Release Search Channels

For a past Somerset County Jail event, the strongest combination is often the UJS docket plus the jail's existing release transaction. For a state-prison parole, use the supervised-individual result and Board Action, then seek a DOC release record when formal historical proof is needed.
Somerset Release Facilities Differ
Somerset County's correctional geography is unusual. The county jail and two PA DOC prisons sit in the same county, yet they do not form one inmate pool. Somerset County Jail dates to 1981 and later added expanded space and a Work Release Center. SCI Somerset was dedicated in 1993 as a medium-security men's state prison. SCI Laurel Highlands opened in 1996 on former state-hospital property and serves medical-needs and short-sentence program populations.
Those histories point to different operators and record custodians. The County of Somerset, under its Prison Board, controls local jail records. PA DOC controls records at both SCIs. The word Somerset in a result is not enough. Match the facility, operator, inmate or parole number, and committing court before deciding which release path applies.

This is also a PA DOC state prison. A transfer from the county jail here is continued confinement, while parole may appear on the supervised-person search.
No separate federal or ICE detention facility was identified in the official Somerset County, PA DOC, and ICE sources reviewed. That does not mean a person connected to the county can never enter federal or immigration custody.
